Some of the users when try to install any component of the network such as the network protocol, NDIS light weight drivers, NDIS IM or the MUX driver or the network service either with the help of the connection properties of the NCPA i.e. the network configuration panel applet or with the help of the application. If the user who is installing these components is a member of the group of network configuration operators then any bindings which would involve a filter driver such as the NDIS IM, MUX and the LWF drivers, would not be created.

If any of the user who was previously trying, installs a filter driver then it would look as if the driver has been installed but it would not be loaded into the system. If the user installs any protocol or the driver of the net service then any bindings which would involve a filter driver would also not be created. It would seem that the installation has been done in a successful manner and the components would also look as if they have been bound to the stack of the network. There will be no visible error message that will be displayed or logged by the system. One review of the properties of the adapter would give the impression that the installation had been successful.

Reason behind the problem

The main reason behind this kind of issue is one conflict which is present in the binding engine of the network configuration which would fail to apply any of the changes that are made to the configuration of the network if a driver of the filter is involved and also if the user is the Network configuration operator.

The users would want to avoid this type of situation and they would want to get rid of this as soon as possible. This is why there is a solution of this problem which is available at the support site of the Microsoft. It is the duty of the system administrator to solve this issue. In order to resolve this particular problem the system administrator must remove any of the users who need to install the networking components from the group of the Network configuration operators. As soon as that particular user who wished to install those components has been removed then the issue would be resolved. Also the user should be the member of the administrators group so that he should be able to install the drivers in an easier manner.

More information

A user can become a member of the group of “Network configurations operators” with the help of a number of methods. These users can be added to the groups in an explicit manner, or the might be a part of one or both of the groups in an indirect manner. As an example of this scenario you can think that a particular user would be a member of the group of Network configurations operators if “Everyone” has been added to this particular group.
